HISTORY OF BAR COUNCIL

As on 30th June, 2006, 57,550 have enrolled as Advocates in this Bar Council. Nearly 1050 cases were disposed by this Bar Council. Nearly 1050 cases were disposed by this Bar Council within a span of 6 years i.e., from 2000 onwards.

So far this Bar Council has provided financial assistance of Rs. 4,66,27.750 to the members of the breaved family in respect of 976 claims and Rs. 27,01,170/- towards medical assistance in respect of 825 claims from the State Welfare Fund. Similarly, the Bar Council has disbursed Rs. 31,83,450 to the members of the breaved family in respect of 656 claims and Rs. 11,66,277 towards the Medical assistance in respect of 493 claims from the Central Welfare Fund as on 30.6.2006.

Records available in this Bar Council since 1914. One Shri. M. Narasimhaiah of Shimoga enrolled on 9.10.1914 and his date of birth is 19.12.1888 and another Shri. Subbarao of Chikkaballapur enrolled on 21.12.1914 and his date of birth is 1.12.1877.

Prior to the Bar Council Act came into force there were 730 members registered their names. In the year 1926 totally 12 members registered their names starting with Jade Krishna Rao of Davanagere.

During 1947 totally 32 members were enrolled as advocates starting with H. R. Venkataramaiah of Bangalore enrolled on 2.1.1947. Since its inception upto 1947 there were 1210 Advocates were registered and from 1949 to 1961 there were 1216 advocates enrolled in this Bar Council commencing from Shri. Haranahalli Ramaswamy enrolled as an Advocate on 5.1.1948 and his date of birth is 11.7.1921.

There were totally 9,563 lady advocates enrolled in this Bar Council as on 30.6.2006. One Smt. D. T. Mayamma of Bangalore enrolled as an Advocate on 31.8.1950 and she was first lady member who registered her name in this Bar Council. Subsequently one Smt. Sharada. P of Bangalore enrolled on 5.2.1961. Both the lady advocates are no more. One Smt. R. Lalithamma of Bangalore is still practicing as an Advocate enrolled on 16.10.1952.

Among the elected members of the Bar Council, some members were designated as Senior Advocates by the Hon’ble High Court of Karnataka viz., Shriyuths B. V. Acharya, Jayakumar. S. Patil, A. B. Patil, Smt. T. N. Manjula Devi, Smt. Pramila . M. Nesargi, Shri. Yoga Narsimha.

Smt. Pramila. M. Nesargi was the 1st lady Advocate elected as member to the Bar Council. Shri. K. Sheik Kasim of Bangalore is the Senior most member of the Bar Council who is still practicing as an advocate.

Karnataka Advocates Welfare Fund Act, 1983 came into force w.e.f. 1.11.1986 and was optional. The legal practitioners had to pay a sum of Rs. 200/- towards admission. The members had to pay annually a sum of Rs. 100/- those who had put more than 15 years of practice, Rs. 50/- those who had put 5 to 15 years of practice and below 5 years were exempted from the annual subscription amount. In case of death of a member, the maximum amount of financial assistance was Rs. 30,000/- to the breaved family depending upon the number of years of practice ( Slab System). The members of the Fund had to affix a Welfare Fund Stamp of Rs. 2 on each vakalath.

The said scheme was amended and made compulsory w.e.f. 2.4.1997 and the admission fee was enhanced from Rs. 200/- to Rs. 1000/- and the payment of subscription was deleted and financial assistance was enhanced from Rs. 30,000/- to Rs. 50,000/- irrespective of number of years of practice. Every Advocate on the roll had to affix a Welfare Fund Stamp of Rs. 5/- on each vakalath.

Subsequently it was amended on 15.4.2005 and 1.6.2005 and the admission fee was enhanced from Rs. 1000/- to Rs. 2000/- and the financial assistance was enhanced from Rs. 50,000/- to Rs. 1,50,000/- irrespective of number of years of practice. Every Advocate on the roll had to affix a Welfare Fund Stamp of Rs. 10/- on every vakalath and Rs. 5/- on I.A.

Since 2000 the Bar Council has received 900 complaints under Sec. 35 of the Advocates Act, 1961 against the Advocates and Disciplinary Committee had disposed nearly 300 cases and more than 20 Advocates are punished.
